TaxCycle 9.0.37934.0—AFR and T1013 Replacement

This major TaxCycle release replaces the T1013 form with the AuthRep worksheet in TaxCycle T1 and includes Canada Revenue Agency (CRA) certification for Auto-fill my return (AFR), both of which open on February 10th. Most forms in TaxCycle T1/TP1 are ready for EFILE and NetFile systems opening later this month. The 2019 Québec TP-646 and TP-600 returns and slips are approved by Revenu Québec for filing.

Update to Versions 9.0.37901.0 and 9.0.37914.0

On February 12, 2020, we released an update to version 9.0.37914.0. This update:

  • Resolves an issue preventing downloads of 2018 tax data from Auto-fill my return (AFR). (See related known issue.)
  • Resolves an issue in TaxCycle T4/T4A preventing the electronic filing of RL-1 slips that were created from T4A slips.
  • Customer Suggestion Adds a review message TaxCycle T1 to warn you to complete a T1161 when there is an exit date specified in the return.
  • Customer Suggestion Adds a review message TaxCycle T1 to suggest the taxpayer keep a record of the fair market value of their properties as of the date of arrival. This message displays when there is an entry date specified in the return.

On February 10, 2020, we released an update to version 9.0.37901.0. This update:

  • Resolves the issue that caused the CRA to suspend AFR downloads initiated from TaxCycle T1. (See related known issue.)
  • Resolves an issue where the AuthRep printed workflow task in the Track sidebar was not checked upon printing the form. This issue also prevented the AuthRep worksheet from showing as printed in the Transmit sidebar.

Release Highlights

New! AuthRep Worksheet Replaces T1013

As of February 10, 2020, the Canada Revenue Agency (CRA) will discontinue the official T1013 Authorizing or Cancelling a Representative form. They will continue to allow requests for online access from T1 tax software. They will also introduce a process to allow representatives to request online access through a web form on Represent a Client. In TaxCycle T1, we have replaced the official T1013 form with a worksheet called AuthRep. This form contains many of the same fields as the former T1013. As a tax preparer, use the AuthRep worksheet to gain consent from each client to act as their representative with the CRA and access their data online.

The CRA requires authorization for online access to download and view information about your client from the CRA, using services like the Auto-fill my return (AFR). You can also request permission to make account changes on their behalf if you have level 2 authorization.

Complete the AuthRep worksheet in TaxCycle and have your client sign and date it. Then, transmit this request from TaxCycle. Usually, this gives you instant access to your client’s online information. The CRA requires you to keep a signed copy of the signature page for six years after the transmission date in case they request it.

To request offline access (by phone or mail only) to individual and business tax accounts, complete the form AUT-01 Authorize a Representative for Access by Phone and Mail, available on the CRA website and in TaxCycle Forms (coming soon!). Note that if you submit this form for any of your currently authorized clients, you will lose online access to their accounts.

T1 2019 Ready for Auto-fill My Return (AFR) Opening

  • The new AuthRep worksheet replaces the former T1013 for electronic submission of authorization requests from TaxCycle (see above). This is the only version of the form that will be accepted as of Monday, February 10, 2020. (If you update to this TaxCycle release and you need to file an authorization request before the system closes at 8 p.m. ET on Friday, Feburary 7, 2020, use the T1013 in TaxCycle T1 2018.)
  • TaxCycle T1 2019 is certified for Auto-fill my return (AFR) when the system opens on Monday, February 10, 2020.
  • The T1 Condensed and bar code are certified by the CRA for paper filing.
  • TaxCycle T1 2019 is certified by the CRA for EFILE, ReFILE, T1135 EFILE, Pre-Authorized Debit (PAD) and Express NOA when systems open on Monday, February 24, 2020.
  • Québec TP1 is not yet approved by Revenu Québec for filing.
  • Most T1 and TP1 forms are final.
  • The following forms are in progress and show a Preview watermark:
    • T1139 for all business statements (T2125, T2121, T2042, T1163, T1164, T1273, T1274)
    • All employment expense forms with CCA (T777, TP-59, TP-78, TP-78.4)
    • Schedule 8 for Québec
    • T2203 multiple-jurisdication provincial and territorial tax
    • Québec TP-752.0.0.6, TP-772, TP-776.42, TP-1029.8.66.2
  • We have planned another TaxCycle T1/TP1 release before EFILE and NetFile Québec systems open on Monday, February 24, 2020.

Revenu Québec Approval of 2019 TP-646/RL-16

Revenu Québec has approved TaxCycle T3 for 2019 filing TP-646 trust returns and RL-16 slips. TP-646 forms no longer show "preview" watermarks. (The CRA-certified version of the federal T3 return and slips became available in the previous TaxCycle release.)

Revenu Québec Approval of 2019 TP-600/RL-15

Revenu Québec has approved TaxCycle T5013 for filing TP-600 partnership returns and RL-15 slips. TP-600 forms no longer show "preview" watermarks. (The CRA-certified version of the federal T5013 became available in the previous TaxCycle release.)

Customer Requests

  • T1—New File option created to carry forward the Return ID.
  • T1—Interest and Penalty worksheet added to 2016 and 2017 (previously only in 2018 and 2019)
  • T5—Québec filing information on the Info and Engagement worksheets now display when you select Québec as the issuer province or answer "Yes" to the File Relevés for recipients living in Québec question.

Template Changes

  • T1013Email template renamed to AuthEmail and contents updated to remove references to the T1013 form.
  • T1013Receipt template renamed to AuthReceipt and contents updated to remove references to the T1013 form.
  • T3 client letter updated to include amounts calculated on the Interest and Penalty worksheet.

Status of 2019 Federal Returns and Slips

  • T1—Ready for AFR. T1 condensed certified for paper filing. T1 returns are certified for EFILE, ReFILE, T1135 EFILE, PAD and Express NOA when systems open. Preview remains on some 2019 forms and calculations (see above).
  • T2—Certified to file tax year ends up to May 31, 2020.
  • T3RET—Ready for carry forward and filing.
  • T3 slips—Ready for carry forward and filing.
  • NR4 (in T3 module)—Ready for carry forward and filing.
  • T4—Ready for carry forward and filing.
  • T4A—Ready for carry forward and filing.
  • T4PS—Ready for carry forward and filing.
  • T4ARCA—Ready for carry forward and filing.
  • T5—Ready for carry forward and filing.
  • T5013-FIN—Ready for carry forward and filing.
  • T5013 slip summary—Ready for carry forward and filing.

Status of 2019 Québec Returns and RL Slips

  • TP1—Jacket, schedules and keying summaries are approved for paper filing. Preview remains on some 2019 forms and calculations (see above). Certification is pending for the NetFile Québec transmission service and Tax Data Download (TDD).
  • CO-17—Ready for carry forward and filing with 2018 forms. (Update with 2019 forms coming soon.)
  • TP-646—Ready for carry forward and filing.
